本校海洋軟實力的基礎優勢
海大宜引領風潮：
如前所述，海洋文化與創意產業分別受到相當程度重視，但兩者之間的連結闕如，有待強化，以創造更多利基。臺灣四面環海，有豐富的海洋自然與人文資源，可惜過去並未受到足夠的注意與重視。但事在人為，本校作為全臺首屈一指的國際級海洋大學，有責任引領風潮。2014年本校參與「海洋與臺灣論壇」籌備，促成本校與財團法人臺灣研究基金會與聯合主辦第3屆海洋與臺灣學術研討會，並總結會議結果，向政府提出建議：海洋遊憩業應注入海洋文創新元素，加強海洋文化歷史，海洋生物博物館發展以及臺灣海洋文學的百花齊放；海洋文化創意產業及其相關海洋經濟產業是目前最具前瞻趨勢的產業，應致力配相關教育與人才的培育。本校藉此會議展現了海洋軟實力的基礎優勢，也為海洋文創人才的培育預埋了實踐的種子。
海大有具發展多元海洋領域的優勢基礎：
本校除了在海洋科學、海洋資源、水產食品、海運管理、海洋工程、電機資訊、造船科技等領域之教學研究、人才培育以及產業貢獻，早已取得重大成就外；近年來亦開始注重海洋人文社會科學領域的耕耘，並在海洋法政、海洋經濟、海洋教育、海洋文化、外語教育、海洋通識等領域積累相當成果，為本校成立「海洋文創設計產業學士學位學程」奠定基礎。此外，本學程亦具有結合外部資源如校友網絡、海洋相關企業的優勢，可藉由「海洋文創設計產業學士學位學程」的辦理，達到產、官、學、社共同發展新興產業和社會轉型，再創臺灣經濟發展的新里程。
National Taiwan Ocean University has already made significant achievements in teaching and research, talent cultivation, and industrial contributions in fields such as marine science, marine resources, aquatic food, maritime management, marine engineering, electrical information, and shipbuilding technology.
In recent years, we have also begun to focus on the cultivation of marine humanities and social sciences, and have accumulated considerable achievements in marine law and politics, marine economy, marine education, marine culture, foreign language education, marine general education, and other fields, laying the foundation for the establishment of the "Bachelor degree program in oceanic cultural creative design industries" in NTOU.
The COODI also has the advantage of combining external resources such as alumni networks and marine related enterprises. Through the application of the BBachelor degree program in oceanic cultural creative design industries, it can achieve the joint development of emerging industries and social transformation among industry, government, academia, and society, and create a new path for Taiwan's economic development.
